Ireland

 

CCS is a company limited by guarantee and without share capital. It is a registered charity with the Revenue Commissioners.

 

The development programme is targeted at a very specific geographic area in Malawi and focused on supporting the development needs of children orphaned as a result of famine and AIDS, as well as the families supporting these orphans. The main sector targeted is agriculture, food and natural resources.  Interventions are planned at various stages of the chain from producer, through processor and on to wholesaler and retailer. The economic development strategy is underpinned by education (pre-school, especially those orphaned), training and financial measures. Families and community leaders caring for orphans will also be up-skilled in relation to home caring.

 

The local community in Chimteka is well organised and has already produced a needs analysis as well as organised help for their 600 orphans.

 

Malawi

 

CVACC is located in Chimteka and is widely representative of the local community. In recent years, the members organised themselves into a committee to provide ongoing care to their 600 orphans, children orphaned as a result of famine and AIDS and to local families assisting orphans. They have prepared a needs analysis for their area and have successfully procured, distributed, accounted for and reported on aid already received from CCS and two earlier sources.

The economic development strategy is underpinned by education (pre-school, especially those orphaned), training and financial measures. Families and community leaders caring for orphans will also be up-skilled in relation to home caring.

 

The CCS members have the range of skills and experience necessary to plan and manage the implementation of this development programme. One of the members travels back and forth regularly to Malawi for personal reasons and has been a great help establishing links, gathering data and conducting site visits. All of the work to date in Ireland and Malawi has been done on a voluntary basis.

Proposed New Structures

 

It is proposed to set up a co-operative modeled on the Irish co-operative system to manage the assembly, grading, packaging, basic processing and marketing of locally produced agricultural products. The establishment of the co-operative will be assisted with know-how from the Irish experience and seed capital will in part be sourced locally in the Chimteka community. The basic co-operative principles of one-man-one vote will apply to the running of the co-operative.

 

Systems

 

This development programme has been drawn up in consultation with the CVACC and is based on their needs analysis. CCS has access to volunteer technical help in financial, legal, research, monitoring and evaluation services and will continue to align its systems and procedures with best practice nationally and internationally in order to give security to those who fun it.

 

Presently, monies are transferred from the CCS account in Dublin to Malawi, via the Missionaries of Africa Community in Dublin, to their Community House in Lilongwe. The local CVACC, assisted by a member of the Missionaries of Africa, procure and transport the materials and services in Malawi. Expenditure is fully accounted for with documented receipts: CVACC have documented all the goods received and kept a list of the beneficiaries. Copies of the receipts, list of beneficiaries (including signatures/finger prints) and other documentary evidence is faxed to CCS.  The highest standards of financial management - to ensure full compliance with national and international requirements – have been implemented from the start.
